Ms. Charu Modi Bhartia
Ms. Charu Modi Bhartia is the Vice Chairperson & CEO of Modi Academic international Institute. She is also the Founder and Promoter for Modi Healthcare Placement.
Educated at Lady Shriram College, New Delhi and Thunderbird School of Global Management at USA. Ms. Charu Modi Bhartia has been honoured by the Thunderbird Alumni Association with the Rising Star award at the TAA 2004 Distinguished Alumni Awards.
A scion of a renowned industrialist family, in which every member is an entrepreneur, Ms Charu Modi Bhartia has set up institutions for developing specialized skills which are required in today’s global business environment She has been able to successfully and effectively blend the Indian ethos of learning with Western system of education. The K.K Modi group has brought in partnerships with American Universities like Stratford University, USA and western International University, USA. It has also tied up with vocational education providers like SQA, U.K and ABE, U.K. for the Indian market
Dr. Richard R. Shurtz, II

Dr. Shurtz is president and CEO of Stratford University, headquartered in Falls Church, Virginia. Prior to Stanford University, Dr. Shurtz was Vice president of Physical Sciences for the BDM Corporation. Prior to BDM .he was researched physicist at the Night Vision Laboratory. 'Dr Shurtz' research areas have included: Artificial Neural Systems, Semiconductor Lasers, Infrared Imaging, and Image Processing. He has fifteen patents and thirty technical publications.
Dr. Shurtz received both his PhD (1975) and MS (1972) from Catholic University in Physics and his BS (1968) from the University of Arkansas in physics and Mathematics.
Stratford University is a member of the career college Association (CCA) and the Virginia Career College Association (VCCA). Dr. Shurtz is on the VCCA Board of Directors and on the Northern Virginia Workforce investment Board. Dr. Shurtz frequently lobbies for legislative initiatives in both Richmond and Washington on behalf of these organizations. He received the Ernst & young Entrepreneur of the year 2009 Awards in the Government/Education Services category in Greater Washington.
Dr. Shurtz is frequently speaks about Competency-Based Education and training (CBET). He believes that CBET can be used for both career and economic development. Most recently he presented the keynote address at the 2008 Competency –based Training and Training (CBET) Conference hosted by the HEART Trust/NTA in Jamaica. He has led the Stratford international activity for the past several years. Stratford currently has academic partnerships in Asia and Canada.
Dr. Shurtz hosts Tech Talk 3WT radio (1500 AM) radio at 9 am each Saturday morning. The objective of the show is to attract new individuals to IT technology careers by translating complex IT topics into layman’s terms. This show has broadcast since 2000 on several stations in the Washington DC area.
Stratford University is accredited by the accrediting council for independent College and Schools (ACICS). Stratford is authorized by the State council for Higher Education in Virginia to grant Associate, Bachelor, and Masters degrees. Stratford programs include degrees in Culinary Arts, Hotel and Restaurant Management, Network Management & Security, Computer programming, Health Science, Nursing, and Business Administration. The School has location in Falls Church, Virginia, and Woodbridge Virginia. Stratford is in the process of establishing a presence in Delhi. The University’s Website is startford.edu.
